I saw this Televisa Veracruz channel 4 several times in the late 1990s but never added it to my log. Counting this station would have been too risky as this could have been Televisa's independent in Tehuacan (now a XHP-3 relayer) or Tlaxcala. XHP-4 Tehuacan is now a common catch. Televisa often makes major changes to its independents.
